Dr. Herman Ellis is a certified specialist in Public Health and General Preventive Medicine with over 25 years of increasing responsibility in preventive medicine in the military and in both the private and public sectors. Dr. Ellis is presently the State Medical Director for the Delaware Division of Public Health with responsibility for community health, oral health, office of women’s health, office of minority health and nursing.

Dr. Ellis is a Fellow of the American College of Preventive Medicine, elected for a two-year term on the Board of Regents and the Executive Committee, is a Senior Fellow of the Jefferson School of Population Health, and is also a Fellow of the American College of Occupational and Environmental Medicine.

Dr. Ellis is a Former Board Chair of the American Association for World Health that was a major sponsor of World AIDS Day and World TB Day. He also served as Drug Crew Chief for the US Olympic Committee who conducted drug screening for Olympic sponsored events and also served as a Drug Crew Chief for the NCAA conducting drug testing at NCAA sponsored events

Prior to accepting his present position, he was Health Director of the City of Richmond. Dr. Ellis has spent 15 years working in several industries: at IBM as the company’s medical mediator where he also managed the epidemiology program; at Monsanto, where he ran the medical departments of 12 plants across the country, making health care decisions for non-manufacturing employees and managing the disability and drug screening programs; as corporate medical director at Rohm and Haas where he was directly responsible for policy development and operations in 44 countries.
